What you get

What the service includes

In short

Custom web application development in Tunisia means turning a process specific to your business (quotes, production tracking, case management, a client portal) into a secure online tool that opens in a browser, with roles and permissions for each user. AD AZUR DIGITAL, 360° digital experts based in Sfax, builds two kinds of project: business applications used by your own teams, and SaaS platforms sold on subscription to other companies.

Read the full answer

Work starts with scoping the process and the data, then a clickable prototype, before coding a first useful version with Next.js, TypeScript and PostgreSQL. Every stage is shown on a staging environment. You keep ownership of the code, the data and the hosting accounts, and the application can run in French, English and Arabic. We work with companies in Tunisia, Europe and the Middle East; the budget is set by quote after a free audit.

  1. Process scoping before code

We map journeys, roles, data and business rules with the people who will do the work, then decide what goes into the first version.

  2. A validated clickable prototype

Your users test the key screens as a prototype. Fixing a journey on a prototype costs far less than fixing it once it has been coded.

  3. Roles, permissions and audit trail

Each user sees and edits only what concerns them. Sensitive actions are logged: who changed what, and when.

  4. Multi-tenant SaaS architecture

For a subscription product: each client's data strictly isolated, with accounts, invitations and plans managed from the first version.

  5. Integrations with your tools

Connections to your ERP, accounting software, CRM or payment provider through APIs, or through n8n workflows when that is easier to maintain.

  6. Three languages, native Arabic

Interfaces in French, English and Arabic, with a right-to-left layout designed from the start, not a mirror added at the end of the project.

Who is it for?

Who this service is for

  • Industrial and service SMEs in Tunisia

In Sfax, Tunis or the Sahel, when tracking orders, production or case files relies on Excel sheets and messages that get lost.

  • European companies seeking a senior team

In France, Belgium or Switzerland, to hand a business tool or an MVP to a nearby French-speaking team, on the same clock as Paris in winter.

  • SaaS founders and start-ups

Founders who have validated a need and want a solid first version, designed to host several clients without having to be rewritten.

  • Brands and groups in the Gulf

In the UAE, Saudi Arabia or Qatar, for bilingual Arabic-English portals and tools where Arabic is never a second-class translation.

The guide

When is custom web application development the right call?

The signal rarely arrives all at once. A shared Excel file becomes the company's reference, then three versions circulate at the same time. Requests come in by phone, email and WhatsApp, and nobody knows who is handling them. Off-the-shelf software was bought, but the team works around it because it imposes a way of working that isn't yours.

A web application solves this when a process is specific to your business, involves several people with different permissions, and produces data that matters. It is not always the right answer. Before talking about development, check that an existing tool or an automation won't do the job. Our article n8n, an AI agent or custom software: which approach fits? walks through that decision.

Business application or SaaS: what changes for your project?

A business application serves your own teams. It replaces a spreadsheet, centralises case files, tracks production or opens a portal to your customers and suppliers. Its users are known, and the priority is a close fit with the process.

A SaaS is a product. Several client companies use it at the same time, each with its own data, users and subscription. That brings strict data isolation between tenants, sign-up, invitations, plans, billing and support. These building blocks cannot be bolted on afterwards without pain.

Confusing the two is expensive either way. Building a SaaS architecture for an internal tool weighs the project down for no benefit. A commercial product built on a base designed for a single client often has to be rewritten just as the first subscribers arrive. We ask the question in the very first conversation.

One honest limit before any SaaS development: a sound architecture does not prove that a market exists. Until prospective customers have seen your idea, start by showing them the clickable prototype, before you commit the development budget.

Where does a web application project start?

With the real work, not a feature list. We meet the people who will use the tool every day: the salesperson who enters a quote, the manager who approves it, the accountant who invoices it. We note what they do, in which order, with which exceptions and which recurring mistakes.

Scoping produces four things: user journeys, roles, the data model and the business rules. From these we define a first useful version, meaning the smallest scope that genuinely replaces the old way of working. Everything else is logged, prioritised and scheduled, not forgotten.

Next comes a clickable prototype of the key screens, which your users test before any code is written. Moving a button or reworking a journey on a prototype is quick. The same change in a coded application means revisiting the interface, the logic and the tests.

Which features do most business applications need?

Some building blocks come up in almost every project; it is better to plan them from the start than to graft them on later:

  • Accounts and permissions: secure sign-in, roles, permissions per screen and per action.
  • Dashboards: the indicators each role needs, not one screen for everyone.
  • Forms and validation: checks at the point of entry, so errors are stopped at the door rather than found at invoicing time.
  • Search, filters and exports: find a record quickly and send data to Excel or to your accounting software.
  • Notifications: an email or a message when an action is waiting for someone.
  • Activity log: who created, changed or deleted what, and when.
  • Integrations: exchanges with your ERP, your CRM, a payment or e-signature service, through APIs.

How do you protect the data and keep ownership of it?

A business application often holds the most sensitive things a company has: customers, prices, files, history. We work on a modern, self-hostable stack (Next.js, TypeScript, PostgreSQL, Docker, Coolify) so that you depend neither on a proprietary platform nor on us.

In practice, the code lives in a Git repository in your name. Hosting, the domain name and third-party services are set up under your own accounts. Database backups are automatic, and restoring them is tested before launch rather than discovered on the day of an outage. If you change supplier, another team can take the project over.

On compliance, we map the processing with you against the applicable framework: the GDPR in Europe, Tunisia's Organic Law No. 2004-63 on personal data protection, and Gulf regulations such as Saudi Arabia's PDPL. We build in the technical measures that follow from them; legal sign-off remains with your own counsel.

How does a project with a team based in Sfax work in practice?

For a Tunisian company, the application can combine an admin interface in French with Arabic screens for field staff or customers, both planned from the prototype stage. Scoping takes place in whichever language your teams use.

From Europe or the Gulf, the time zone helps: Tunisia is on UTC+1 all year round, the same time as Paris in winter, one hour behind in summer and three hours behind Dubai. Meetings happen within the working day of all three markets, in French, English or Arabic.

Oversight rests on what you can see, not on trust: your teams test each batch on the staging environment, and you have access to the code repository and the task board. For a French, Belgian or Swiss company looking for a senior French-speaking nearshore team, or for an agency subcontracting on a white-label basis, this removes the need to be on site.

For Gulf projects, whether Arabic-only or bilingual Arabic-English, Arabic is treated as a design language: typography, alignment, date and number formats, the reading direction of tables. Our page on multilingual and RTL websites explains the approach.

What drives the budget and the timeline?

We do not publish prices for this service, because they depend on factors that only become clear after scoping:

  1. The number of roles and how fine-grained the permissions are.
  2. The number of screens and business rules.
  3. Integrations with your existing tools, and the quality of their documentation.
  4. Migrating current data: clean files, or years of history to tidy up.
  5. The number of languages and the need for an Arabic interface.
  6. For a SaaS: subscription management, billing and the onboarding of new clients.

The quote follows the audit, with a written scope and a schedule broken into batches. Our pricing page explains how we estimate.

What happens after go-live?

An application keeps evolving. Usage reveals needs nobody had put into words, libraries receive security patches, connected tools change their APIs. Our maintenance covers updates, monitoring, backups and a planned allowance for improvements.

If you also need a phone version, a mobile application can share the same back end and the same API. All our services are on the Web development & applications page.

How do you get started?

Describe the process you want to turn into an application, the people involved and the tools already in place. If you can, have the spreadsheet or form you use today to hand: it reveals the real business rules. The free audit lets AD AZUR DIGITAL tell you whether a custom application is the right answer, or whether something simpler will do.

FAQ

Frequently asked questions

The questions our clients in Tunisia, Europe and the Middle East ask before starting. Another question? Write to us.

How much does web application development in Tunisia cost?

There is no fixed price, because the cost depends on the number of roles and screens, integrations with your existing tools, the number of languages and the migration of your current data. A SaaS adds subscription management and billing. AD AZUR DIGITAL provides a quote after a free audit, with a written scope and a schedule broken into batches. Our pricing page explains how we estimate.

Should we build a custom application or use an existing SaaS product?

If an off-the-shelf product covers your need without forcing your team to work around it, that is the sensible choice: it is already built, tested and maintained. Custom development makes sense when the process is specific to your business, when several roles must collaborate with fine-grained permissions, or when you want to sell the service itself to other companies on subscription.

How long does it take to build a business application?

The timeline depends on the scope of the first version, the number of screens and the integrations. We do not announce a date before scoping. After it, we deliver a schedule broken into batches: each batch is deployed to a staging environment, tested by your teams and fixed before the next one. You watch the application take shape instead of waiting for a final delivery.

Who owns the code and data of a custom web application?

You do. The code lives in a Git repository in your name, hosting, the domain and third-party services are set up under your own accounts, and the database belongs to you. We use open, self-hostable technologies such as Next.js, PostgreSQL and Docker, so that another team can take the project over if you change supplier.

Can a company in France or Dubai work with a development team in Tunisia?

Yes. Tunisia is on UTC+1 all year round: the same time as Paris in winter, one hour behind in summer, three hours behind Dubai. Meetings take place in French, English or Arabic, and you keep access to the code repository and the staging environment. Oversight rests on what you test yourself at every stage.
